Home schooling

Can anyone tell me what the rules are for handing in your affidavit for home schooling? I keep reading August 1, But I have heard if you are home schooling for the first time it doesn't matter if you do it before school starts. If you decide to home school in the middle of the year you can. The only time the deadline applies for August 1 is if you are home schooling your child again. Does anyone know the truth to that? Thanks.
